3、 Prediction of main environmental impacts

        (1) Waste gas: main air pollutants of Yibang Rubber are nitrogen oxides, styrene, butadiene, non methane hydrocarbon, ammonia and hydrogen sulfide. Waste gas is discharged into the air in the form of organized emission and unorganized emission.

        (2) Waste water: The waste water produced by Yibang Rubber mainly includes production waste water, tank farm drainage, laboratory waste water, equipment and ground flushing waste water, initial rainwater, steam condensate, waste water from demineralized water preparation system, waste water from cooling circulating system and domestic sewage. The average daily output of waste water is 1893.9t/d, and the annual output is 625000t/a. The main characteristic pollutant in the waste water is styrene.

        (3) Noise: The equipment with large sound pressure level in the plant is mainly concentrated in public works. The noise generated by the cooling tower can reach 90~95dB, that of other water pumps, vacuum pumps and mixers is 80~85dB, and that of air compressors and refrigeration units is 95~100dB. Water pump, vacuum pump and air compressor are arranged in each production workshop.

        (4) Solid wastes: The solid wastes generated in this project mainly include large rubber granules, TBC waste resin, sludge from sewage pretreatment station, waste packaging bags of raw and auxiliary materials, waste paint buckets, waste engine oil, waste reagents (solvents), waste reagent bottles, waste liquid samples from laboratories, waste lamp tubes/cannons, waste self polymers (waste resins), domestic garbage, etc. Except for RTO waste fillers, waste insulation materials and domestic garbage, they are all hazardous wastes.

 

4、 Main environmental protection measures to be taken, environmental risk prevention measures and expected effects

        (1) Waste gas: butadiene recovery tail gas is absorbed by kerosene absorption tower and then sent to the pilot burner of the flare system for incineration; The exhaust gas from the condensation tank and washing tank of the project is collected and sent to the alkali liquor spraying+RTO incineration treatment together with the exhaust gas from the drying oven of the drying unit, and then discharged by the 25m high exhaust funnel; The waste gas from the sewage treatment station is discharged through an 18m exhaust funnel after being treated by the process of "alkali liquor spraying+plant liquor spraying+photo hydrogen ion purification".

        (2) Waste water: At present, the plant has built a collection system for the separation of clean sewage and rain sewage, and the steam condensate and cooling water in the plant are recycled. The mixed sewage is taken over and sent to Linjiang Sewage Treatment Plant for treatment after being treated by neutralization tank, oil separation tank, central regulation tank, cyclone reactor, flotation tank, hydrolytic acidification tank, contact oxidation tank and secondary sedimentation.

        (3) Noise: The general layout of Yibang Rubber is reasonable, and the high noise equipment shall be placed in the middle of the plant and the workshop as much as possible; Low noise equipment shall be selected for circulating water pump, air compressor, fan, etc., and shock absorption device and sound insulation cover shall be installed. Silencers shall be installed in air inlet duct and exhaust duct; Fan room is set for the fan of the sewage station in the plant area; Louver sound barrier is used at the lower part of the cooling tower fan, and floating grid is set on the water surface; The diameter of concrete silencing wall is set around the flare system Ф 16m, 5m high; The production workshop is a closed structure, and the doors and windows are not opened under daily operation. The plant area has been afforested to a certain extent. The workshop has established various equipment operation management systems to ensure the normal operation of equipment.

        (4) Solid waste: a standardized temporary storage room for hazardous solid waste has been built in the existing plant area, and the construction of hazardous solid waste storage sites can meet the requirements of the Standard for Pollution Control on Hazardous Waste Storage (GB18597-2001). At present, as the enterprise is in the recovery and maintenance stage, all kinds of production solid wastes have not been produced, but the entrusted disposal contract has been signed with the hazardous waste disposal unit through negotiation, and the disposal agreement is planned to be signed before the recovery. All hazardous wastes will be treated according to the requirements for hazardous waste management and disposal. RTO waste filler and waste insulation materials are only produced during the current maintenance, and will not be replaced in the future, and will be recycled by the maintenance unit.

5、 Preliminary conclusion of environmental impact assessment

As long as the construction unit effectively implements the pollution prevention measures proposed in this EIA, the Project will have little impact on the surrounding water environment, atmospheric environment and noise. It is feasible from the perspective of environmental protection.

6、 Scope and main issues for public comments

The scope of soliciting opinions mainly refers to enterprises and village residents around the project. The relevant public can express individual or group opinions in writing, and suggest that individuals should fill in their names and contact information truthfully, and units should fill in their contact addresses truthfully and affix their official seals to facilitate future communication.

7、 Time limit for soliciting public opinions

If the public has questions or comments on the environmental issues of the project, please contact the construction unit, environmental assessment unit or environmental protection authority within ten working days (excluding holidays) from the date of this announcement, that is, from March 23, 2020 to April 3, 2020.

8、 Public feedback approach

After the relevant information is released, the public may submit comments to the construction unit or the environmental impact assessment institution, and the competent environmental protection administrative department responsible for approving the environmental impact report, by letter, fax, e-mail or other means according to the relevant publicity requirements.
